PETITION TO THE HOUSE OF COMMONS

WHEREAS: Vincent Li brutally murdered Tim McLean in July 2008;

WHEREAS: Vincent Li was found Not Criminally Responsible on Account of a Mental Disorder for the murder of Tim McLean;

WHEREAS: offenders who are found Not Criminally Responsible on Account of a Mental Disorder may be detained in treatment facilities and not prisons;

WHEREAS: offenders found guilty of first degree murder are sentenced to life in prison without parole for twenty-five years and those found guilty of second degree murder are sentenced to life without parole for a minimum of ten years;

WHEREAS: there is no minimum period of detention for offenders found Not Criminally Responsible on Account of a Mental Disorder and their cases may be reviewed every year by a Review Board Committee.

We, the undersigned, citizens of Canada call upon the House of Commons

To amend the Criminal Code of Canada to ensure those who commit murder but are found Not Criminally Responsible on Account of a Mental Disorder are detained for a minimum period of time.

    This whole story cant be happening? can it? I am amazed at the unjustice in this country….I am suppose to feel sorry for this maniac that should have never been allowed in this country to begin with.. never mind what he has done…. yes he is insane…but he did it!
    As a taxpayer I dont want any of my tax dollars going to support this mad man…he should be deported back to his country and never be able to return.

    I can’t beleieve that we are supporting and paying for Li’s incarceration and subsequent controlled freedom?!What’s wrong with the Review Board Committee’s decision here…supporting the horrific actions of a killer versus supporting the family members who are the real victims here….once again, The House of Commons is slow to respond and order a reversal of this idiotic review. Welcome to Canada!

    From beginning of this horrific tale, until now, I have stood behind the family of TIM McLEAN (Carol de Delley and family) in hopes that VINCE LI never sees the light of day. I’m disgusted about the entire case and how eager the review board is to allow Vince outings even if it’s for 15 minutes a day. I know that Canada has a habit of treating the Murdering Mentally ill, as if they have done no wrong because it was the illness that caused them to behave in a certain way! I call Bologna… I’m worried that VINCE LI may walk the streets of Winnipeg in the span of 5 years or less, and this would be a public outrage. I do not want a MURDERER taking the bus with me or my teenage son, or anyone else’s family member. We need to protect our Children from predators such as this. And again I ask, Why was VINCE LI carrying a hunting knife? Does that not show that he may have wanted to use it at some point….! Does that not show that he had some premeditation? IT DOES TO ME!

    Vince Li SHOULD NOT be allowd to be anywhere but behind bars where he belongs, you say what about his rights……well what about Tim’s right’s…..Tim’s family’s right’s, what about the public’s right’s, who’s to say he will continue taking his medacation, for everyone’s saftey PLEASE DO NOT LET THAT MONSTER OUT, Keep him locked up where he belongs!

    I was at band practice all the way in VIC, Australia when i heard about this horrible event. I often think about Tim, and his famiy members and friends. What strong people to go through such an experience. I have been looking up on the case alot since, and the more i read, the more im left wondering, what the hell are they doing over in Canada?? This Li bastard is a Demon!!! He deserves NOTHING, let alone some freedom to walk around. Im not a cruel person, but “Li” deservers to suffer.

    The punishment should fit the crime, and right now it is even close to any kind of justice that Li gets any freedom as Tim will not be able to enjoy this beautiful life again. It is an outrage that he gains anything after this murder, let alone being able to be outside of a prison cell. The system really let the family and everyone who sends their love and support down by not finding justice for Tim. I really and truly pray and hope that karma brings justice to this situation and Li gets what he deserves.

    PLEASE do not allow Tim’s death to be for not. I can not imagine being the family of Tim. Just watched the Fifth Estate again last nite; how can we possibly believe that Li should EVER be able to walk around as a free man. Then OOPS he does it again, we THOUGHT he was cured. Oh my goodness let’s give our heads a shake.
    Trying to find out more if there ever was an investigation into the actions of the police officers that were present that night. Why did they not use tear gas? Something anything. Yes it was too late to save Tim but did they have to allow him to dismember him?

    So shocked as is everyone much love to Tim’s family and friends. (Hoping the truck driver that stopped to help that fateful night is doing better)

    I have also had the common ground of issues with Dr. Yaren regarding my ex husband. My ex husband was treated by Dr. Yaren from 2003-2007 and was ordered to take medication prescribed by Dr. Yaren.
    My ex husband has refused treatment, and in 2007 was found by Dr. Yaren to be fit to parent our 7 year old son. I have dire concerns regarding the treatment of psychiatric patients and the fall through the cracks. To date I have a court hearing in September 2010 regarding the psychiatric assessment Dr. Yaren gave my ex husband allowing his psychopathic and psychopathic tendencies to be untreated.

    it`s disturbing and disgusting that Vincent Li is allowed to be out on walks even breathing fresh air common sense dictates that if someone does a crime they do the time do the doctors that decided that Mr.Li was not criminally responsible for this have a few screws loose themselves they are letting a viciouse killer not being held repsonsible for murder that in itself is insane.Insanity does not provide liscense for murder i hope Mr.Li one day rots in hell for what he has done!Tim u were a great human being never stuck for a word but stuck at times for a light eh…nothing worse than having a smoke but no light…..thats why i ad always carried extra lighters on me hate being stuck for a light i hope u are in the light and that Mr.Li will spend the remainder of his days in darkness these laws need to be changed drasticly….RIP

    Vincent Li should not even see the light of day. Since the death penalty is not allowed in our country (which in cases such as this,it should be.Li is know different than a rabid dog and those are put down for societies safety). What he has done to this family as well as extended family and friends should not have ever been toleraterd. Someone/something should have been done. This shows us that our justice system is not all it’s cracked up to be. Damage has been done that can never be undone, but if at least there were some justice being done the family may have something. We should be protecting our young ones and our socity from animals such as this animal. Much lighter crimes have been committed and those people were held responsible for the crime as well as behavior. Yet Vinc Li is somehow become more special then the victims family or even the victim himself. He is not being held resonsible for anything. All we can hope is that he someday he gets his own just rewards for the terrible crimes and sins he has committed. Our justice system needs to take a much closer look at what they are doing, and hopefully the laws change before someone else has to experiance what has been experienced by Tim’s family and friends. God Bless all Tim’s family and our hearts are with you always. RIP

    It’s a crime to kill a human being. Is that where it ends? How about now being held accountable for that detestable crime? Why is it that the public can see the absurdity of the ‘law’, but the law makers can’t… or won’t. We should not have to fight so hard to protect ourselves from killers by lobbying to change the law. The law should already be in place and enforced. We should be able to live in peace and not have to worry that our lives are on the line every day because killers are walking free. It’s just common sense that if you kill someone you are put in prison for the rest of your life and in certain cases the death penalty would be most appropriate, in my opinion.

    This is horrible. I don’t care what feelings are about Li. He is a disgusting being (i’d rather not use the word HUMAN). Whether he likes it or not, he took a life. Whether God told him to or not, he killed someone. He should be locked up for the rest of his life and NEVER allowed out.

    My heart goes out to all the victims of our unjustice systems. Things have to change and soon. We need to look across the border and adopt some of their laws – death penalty, life in prison, etc. The young offenders law also needs to go. There are young offenders that commit some horrible crimes time after time and they are just sent home to Mommy at the most – how terrible, what a deterant.

What is this world coming to when an individual can commit murder & get away with it.NCR meaning not criminally responsible well ,who is responsible?     Being not criminally responsible is unfair and unjust. In any case, murderers should be punished for the crime they commit. It is digusting to think that anyone can claim they hear voices and not be considered liable for their actions. How will doctors, lawyers, and judges identify persons who are truly sick to those who claim to hear voices just so they dont have to serve their time in jail. Murders no matter what the case, should be convicted to the degree of crime they committ.

    I believe that when someone does something wrong that they should be sent to prison. When my brother was stabbed, he died and the killer didn’t even do a lot of time. Now she’s out there threating the rest of my family. What is happening to the justice system–letting all these killers roam the streets…they should be sent to prison for a really long time none of that early release date.

    Until there is a foolproof way of knowing that someone with such violent aberrant ideas will no longer have them (and be guided by them), people who have been judged not guilty of violent crime by reason of insanity should never be released, for the safety of the public. At some point, public safety has to come before the rights of these very sick individuals. How many other mentally ill violent offenders are going to want to use this request to “go for coffee and a swim” to get escorted leave or worse?

    Just a little bit of my thoughts…
    What if when they let him back out into the community something like that happens again, to another family? He’s mental, crazy & he’s always going to be that way. No matter how much treatment, pills and doctors he goes through, he will never be ‘normal’ .. How would that make the judge and doctors feel when he does get let back out into the community and he kills again. I hope it finally opens the defenders eyes that once you murder someone you will never be the same again!
    All my prayers go out to Tim’s family, so sorry for what has happened. <3

    I am so glad that the citizens of Canada can now use the internet mass media to respond to our elected and paid employees’ dereliction of duty. In all the discussions I have never heard anyone defend how our “legal” system defends the perpetrators of crime more than the victims. So who gives them that power???? we do by our silence. NO MORE!
    The next victims could be our own family and friends – we now have decades of “understand the criminal” and I think we now do; they are more often than not, not rehabilitated and more often than not apt to re-offend and create yet more victims. All the lawyers and other “experts” to put our safety at risk without any accountability is not acceptable. We must change this!!!
