PETITION TO THE HOUSE OF COMMONS

WHEREAS: Vincent Li brutally murdered Tim McLean in July 2008;

WHEREAS: Vincent Li was found Not Criminally Responsible on Account of a Mental Disorder for the murder of Tim McLean;

WHEREAS: offenders who are found Not Criminally Responsible on Account of a Mental Disorder may be detained in treatment facilities and not prisons;

WHEREAS: offenders found guilty of first degree murder are sentenced to life in prison without parole for twenty-five years and those found guilty of second degree murder are sentenced to life without parole for a minimum of ten years;

WHEREAS: there is no minimum period of detention for offenders found Not Criminally Responsible on Account of a Mental Disorder and their cases may be reviewed every year by a Review Board Committee.

We, the undersigned, citizens of Canada call upon the House of Commons

To amend the Criminal Code of Canada to ensure those who commit murder but are found Not Criminally Responsible on Account of a Mental Disorder are detained for a minimum period of time.

    I am in favour for the humane lifelong incarceration of people who have committed atrocities, but are found not criminally responsible due to mental illness.

    If Li really does suffer from schizophrenia, there is only *treatment* available, yet no cure.

    The seriousness and severity of his crime should be reflected by form of punishment; not by rehabilitation.

It’s a sad day in Canada, where someone could be aloud to be free after taking someones life in such horrific fashion, I’d sleep much better knowing this man is where he belongs, inside a metal facillity for the rest of his years, don’t care of the cost to my wallet as the cost to society could be detrimental.
    What about our (the public) mental wellbeing?

    The courts say you are not criminally responsible because you have a mental illness – i believe once you have been deemed sane again because of taking meds then that “insane” person who is now “sane” should be sent to prison to serve a sentence for murder. Anybody can claim insanity or “moment of insanity” in this day and age. My heart goes out the Tim’s family and certainly hope Tim’s Law becomes a reality very very soon.

    I read in the paper that Vince Li could be released within the next 5 years as he is “making progress more quickly than is considered usual”.

    This is absolutely unacceptable.

    Vince Li should be punished for the life that he stole from Tim McLean. He is responsible for his actions when he did not receive medical help prior to the death of Tim. He should continue to receive treatment from inside a jail, not released to the general public. He needs to be detained indefinitely before he steals the life of another, and to help Tim’s family grieve this senseless murder….

    I love Canada but I hate our “justice” system. Obviously the guy is sick but it is just as obvious that he should never be free. If the decision makers were the victims they would look at things differently.

    I cannot believe he could be released in 5 years. I don’t care what the reasoning behind those actions were, anyone who does something like that should not have freedom or be in society whatsoever.

    Sorry for your loss. The sick bastard who did it should be put down, slowly and painfully. It’s disgusting how the Canadian judicial system is so weak. He should never be let out, he will do it again. And if he doesn’t ever do it again he still doesn’t deserve to live like the rest of us for the atrocity he committed. I read the story in todays newspaper and it truly angered me. My deepest condolences go out to your family.
