PETITION TO THE HOUSE OF COMMONS

WHEREAS: Vincent Li brutally murdered Tim McLean in July 2008;

WHEREAS: Vincent Li was found Not Criminally Responsible on Account of a Mental Disorder for the murder of Tim McLean;

WHEREAS: offenders who are found Not Criminally Responsible on Account of a Mental Disorder may be detained in treatment facilities and not prisons;

WHEREAS: offenders found guilty of first degree murder are sentenced to life in prison without parole for twenty-five years and those found guilty of second degree murder are sentenced to life without parole for a minimum of ten years;

WHEREAS: there is no minimum period of detention for offenders found Not Criminally Responsible on Account of a Mental Disorder and their cases may be reviewed every year by a Review Board Committee.

We, the undersigned, citizens of Canada call upon the House of Commons

To amend the Criminal Code of Canada to ensure those who commit murder but are found Not Criminally Responsible on Account of a Mental Disorder are detained for a minimum period of time.

    Unbelievable that this is even an issue that requires a petition. Society must be protected from this kind of person and the strongest possible message must be sent to all these radicals that mental problems or not, their freedom is forever gone when they commit this kind of act.

  14. I understand many people have mental illnesses but to have somebody this ill and deranged given the chance to once again be on our streets is unacceptable. I cannot even imagine the pain this mother has had to endure!

    I agree that he had a problem and he may not have really “known” what he was doing, however I also truly and strongly believe that the doctors should give him help, BUT be locked up for the rest of his life, and never let out.

    >It pains me to think that this happened only 45 minutes away from where I live and how many times I have ridden a greyhound bus into Winnipeg.In the news stories when you hear about “their last stop at a gas station in a small town” —- that gas station is literally 2 and a half blocks from my town- in a safe and happy community.Everytime I drive down that highway (which is alot) I think about it and the McLean family.

    This monster should never see day light again! If he is ever be released, residents all over Canada should make his life a living hell, and torture him until he flees back to China because he will surely do it again.
    why wouldn’t he be responsible for such a cold blooded crime??? he also had intention of killing someone and that’s why he was armed with a knife and scissors.
    How is it that no one tried to stop him?
    How is it that no one tried to help Tim?
    It is safe to say that Tim lost his life so that the rest of the people on the bus could live because it could have been anyone of them.
    Why didn’t the police shoot this monster when they were watching him mutilating the body?
    Was this supposed to be a horror movie?
    Why is the killer living on tax payers dollars?
    I cant find answers to these questions
    To Tim’s family and friends, my deepest sympathy to you, I support you 100% and I support Tim’s law 100%

    Eye for an Eye. Throw him in a pit with savage dogs and let them eat their way out. We don’t need this animal in our world. He is a monster and a risk to society. Those who believe he “did not know what he was doing” can join him. How can someone do such a thing and not know? Can people really “black out” and commit such a violent murder? B.S.     I watched the documentary…and was completely horrified that the police sat idly by, while this tragedy was occurring.
    Why did they not shoot him??
    Where is the justice in this situation??
    Its outrageous!

    It is scary to know how close to me all this happened. I know people who know Tim, he was family and a friend to them. A beautiful life was cut short. R.I.P
