PETITION TO THE HOUSE OF COMMONS

WHEREAS: Vincent Li brutally murdered Tim McLean in July 2008;

WHEREAS: Vincent Li was found Not Criminally Responsible on Account of a Mental Disorder for the murder of Tim McLean;

WHEREAS: offenders who are found Not Criminally Responsible on Account of a Mental Disorder may be detained in treatment facilities and not prisons;

WHEREAS: offenders found guilty of first degree murder are sentenced to life in prison without parole for twenty-five years and those found guilty of second degree murder are sentenced to life without parole for a minimum of ten years;

WHEREAS: there is no minimum period of detention for offenders found Not Criminally Responsible on Account of a Mental Disorder and their cases may be reviewed every year by a Review Board Committee.

We, the undersigned, citizens of Canada call upon the House of Commons

To amend the Criminal Code of Canada to ensure those who commit murder but are found Not Criminally Responsible on Account of a Mental Disorder are detained for a minimum period of time.

    I just watched the Fifth Estate…breaks my heart. You had a beautiful, lovable son. He will never be forgotten by many people! I give you 150% of my support in Tim’s Law. Li will do it again-he MUST be put away for life.
    I can’t imagine the pain and suffering you have experienced, losing your sweet son. Please know that people from all over the world are sending you love, strength and support.

    I watched the Fifth Estate tonight. I wish I could do something to help the family of Tim. Signing this petition is the least I can do. My heart bleeds for you and Tim and all the others who are still suffering from this horrifying event. If this sick person gets to walk the streets before he’s 75, then I’m no longer a Canadian. I’m so sorry for your loss.

    I am behind you and your mission to enact Tims Law 110%. Vince Li is a monster right out of our worst nightmare. If he gets released and does what he did to Tim to someone else, then who are we to blame? Something must be done for not only Tims memory , but for anyone else who may fall victim to Vince Li or someone like him. Thank you for Tims Law and I pray that it becomes the new way things get done…

    Prayers for Tim’s family and friends. I was sick to my stomach after watching the Fifth Estate last night and have not been able to think of anything else since…I give my support and have been telling others about this tragedy in hopes that they too will support Tim’s Law!

    I have had a brother who was murdered. I was 15 when it happened and am 48 now. I offer any help that i can. I have lived with a tragedy that happened many years ago for me.     Words Can Never Describe how I Feel On Thia topic… Once I astarted I Prob Wont Want To Stop… So Much Went Wrong And Unjustified, But My Heart and thoughts are going out to the family, surviver’s and anyone having to deal with this tragic event!     even to this day, it hurts, this is every mothers worst nightmare… but 10 times worse.

    This issue is a complex one. As the Chief Justice of Canada (justice of the Supreme Court of Canada at the time), “In every society there are those who commit criminal acts because of mental illness. The criminal law must find a way to deal with these people [page638] fairly, while protecting the public against further harms. The task is not an easy one.”

    While I do greatly sympathize with the profound injustice experienced by the Mclean family, I am unable to support their position.

    An individual who is unable to appreciate the nature the nature and quality of his or her actions or unable to appreciate the “wrongness” of his or her act is exempt from criminal responsibility. Such an individual is not deterred from committing violent crimes as are most average citizens.

    As a person who works in the criminal justice system I can say that the review board does not take their mandate in protecting the public lightly. In fact they tend to be overly cautious.

    The notion of detaining NCR accused for a minimum period is not only ineffective, but unconstitutional.

    I think it is disgusting what this so said human being did to another human being. I also feel that he should not be put out into the general public to re offend, and kill someone else. He is a threat to humanity and should be locked up behind bars for the rest of his natural disgusting life. If the Canadian justice system lets him out, they should expect him to murder again, and if this happens, they (the justice system) should be held accountable.

    A Life for a Life!!! Even if the death penalty does not exsist in canada, there is no way this person should ever be free!! There is no God that would tell a person to kill another person. I am not a religious person but, and correct me if I am wrong, isn’t one of the ten commandments “THOW SHALT NOT KILL”. This man was not listening to God, instead he was listening to his own mind and he acted on it. This makes him personal responsible for his own actions thus he is criminally responsible!! He should serve the remainder of his natual life behind the iron cage!!
