WHEREAS: Vincent Li brutally murdered Tim McLean in July 2008;
WHEREAS: Vincent Li was found Not Criminally Responsible on Account of a Mental Disorder for the murder of Tim McLean;
WHEREAS: offenders who are found Not Criminally Responsible on Account of a Mental Disorder may be detained in treatment facilities and not prisons;
WHEREAS: offenders found guilty of first degree murder are sentenced to life in prison without parole for twenty-five years and those found guilty of second degree murder are sentenced to life without parole for a minimum of ten years;
WHEREAS: there is no minimum period of detention for offenders found Not Criminally Responsible on Account of a Mental Disorder and their cases may be reviewed every year by a Review Board Committee.
We, the undersigned, citizens of Canada call upon the House of Commons
To amend the Criminal Code of Canada to ensure those who commit murder but are found Not Criminally Responsible on Account of a Mental Disorder are detained for a minimum period of time.

My government will let him out one day they always do, that is why I’m pushing forward with this. I have nothing to make amends for, making amenments to the criminal code to ensure the safety of many others in the future is what makes sense of my boys death. It makes me sick to think that his rights are considered at all. He should have lost them all the day he murdered Tim. Changes are needed desperately here on several levels. I love you and will always stand behind your voice,

My names Jamielynn and i believe this man should NOT be let out in the open, where others are in danger because if he has taken the life of a boy already what would be stopping him from doing it again? He sounds like a sick man, what civil person eats parts of a boys face after decapitating him that is so wrong, and for someone to even think twice about letting him out into the open isn’t safe. And i also think it is very pathetic if us as canadian citizens do not get to no if he is let loose because we have the right to no if we are in danger , even though he is a patient and it however is confidential according to the law but we realy all should no because now if we find out he is let go into the community what person in the right mind is going to want to go on the bus? Not to many because he could do this again. It’s very tragic and i feel this man needs help. The authority will put you in jail for robbing a store but they think twice about letting a stone cold killer out into the open…? That is so wrong.

Totally agree with the idea behind Tims’s Law.
One suggestion – how about a form that users type comments into, hit a button, and the comments are automatically forwarded to the email addresses of all those politicians you have listed?
i believe that this person Li has to be at least locked up for a very long time for what he did, how would they know that he won’t do it again if he’s let out !!!
also, what is the justice if he out in a few years !!!!

Why in the hell do we continue to house and rehabilitate criminals that have commited horrific crimes in the first place? If these murderers are 100% guilty, without the slightest inkling of doubt, then they should just be executed immediately!! Why spend tax dollars on these misfits of society? Why is it so terrible to take a life for a life? Why are so many people opposed to capital punishment? Yes , vince lee is obviously one sick individual.Does he need help? Obviously he did, and does now but sorrrrryyyy. Its too late. You took a life and yours should be taken as well. Understand that I want to respect a family who is mourning the tragic death of their son under extremely unusual circumstances. However, given the nature of what is being “discussed” on this site, I find I can’t keep my mouth shut, and since the family has opened the door on a public discussion on this matter in a public forum, I shall walk through it. (Thank you for the invitation!)
Mostly I have some questions:
Why do call me evil? Are you evil? If you are, when? Under what conditions are YOU evil? Is mental illness evil? Is illness in general evil? Why? Why not?
Is denying a large group of people equal access to health care evil? If this isn’t evil, then what do we call it? Unfair? Unjust? Discriminatory?
What are “people like that” or “people like him?” Can you explain what is meant by that? And who are you and “people like you,” for that matter? Are you different from me, somehow? Better, maybe? Because you are “normal?”
Why are you “collecting” stories of persons with mental illness who have committed crimes? Do you understand that this type of crime (as a result of) mental illness is very rare? Do you understand that reporters develop their stories based on “if it bleeds it leads” media marketing philosphy?
Do you know that more people are murdered, raped, and repeatedly abused by the “normal” people they know and love? Did you know that 1/3 of all homicides are committed by a family member and that 1/2 of homicides are committed by an acquaintance? Do you understand that you would be hurt or killed, most likely, by someone you know or love?
Do you know that people with mental illness are eight times more likely to be robbed, 15 times more likely to be assaulted, and 23 times more likely to be raped than was the general population? Do I have reason to fear you, given these stats? Should this give me reason to take away your rights, so that I can protect myself from YOUR brand of evil?
How is this website and the related comments not hate-speech?
Why are your rights more important than mine?
Why does having a mental illness immediately preclude any concept of justice?
Why are you invariably right, as someone without illness? Why am I invariably wrong, as someone with illness?
When can I be assured that I will have access to timely, affordable treatments that are responsive to my needs?
Do you understand that “evil” and what things are “evil” is subjective? I could ask, why does this *evil* website exist? Do you understand that I can use that word with equal subjectivity to describe the nature of the content on this website?
Can you answer any of these questions?
Please answer them. I want to know why you’re a better person, and why I’m so bad. Give me reasons. Good, sound reasons.
Dear Olive; Thanks for your comments Let me try to answer some of your concerns. I am not proposing that all people with mental illness are evil or that they should all be locked up. I believe that when they have commited MURDER they need to be locked up to keep the rest of society safe, never given the opportunity to repeat the behavior that they are obviously unable to control. I believe Canada needs to build a facility to house the Criminally Insane because I don’t believe they belong in a penitentary where they most certainly would be killed, nor should they be in a Mental hospital where other individuals with mental illnesses are seeking treatment. There are a large number of people with mental illness who have committed no crime and they are some of the most vulnerable of society, why should they be housed with a criminally insane and dangerous person. Evil defined is morally bad,wrong or wicked and charaterized by sorrow,So yes I believe Mr Li is an evil doer. When can you be assured that you will have access to timely affordable treatments responsive to your specific needs??I have NO IDEA. Apparently after an horrific murder there is no end to the help and treatment the offender receives, but his living victims(all those who witnessed this particular carnage) are completely disregarded by the system and are on their own to seek and pay for their therapy to cope. Early detection, intervention and treatment is absolutely necessary to prevent this type of situation from happening again.
I have never claimed to be better than anybody else and I’m certainly not always right, that being said murder is WRONG, regardless of race, religion, financial status, political status and yes.. mental state. Murder is WRONG on a very fundamental and human level.
How does having mental illness have anything to do with your rights?? The government says “Very disturbed individuals” have the right and the responsibilty for their own care treatment and medication, Society cannot infringe upon those rights by forcing an individual into treatment or to take medication. SO that being said, why is it that once this “disturbed individual” is non compliant with meds and walks away from care, and does something like this, the same government now tries to tell me this individual is NOT RESPONSIBLE!! What about an innocent human beings right to ride on public transportation with out fear of having his head cut off, eyes and heart eaten and body mutialated so badly it took 24 hours to be able to notify his family?
You talk about “unfair, unjust, discriminatory”… You and others with mental illness and the psychiatric community, try to make me feel bad about being angry that the systems have failed us, and I mean all of us, You, Me, Mr Li and most of all.. my beautiful son. I believe your anger and frustration is being wrongly directed at me and my family. We’re not the ones who failed you.
I heard about this site on the Roy Green show. Why do those who govern have no common sense? Alas its seems it all comes down to that…dollars and cents. Sad that our safety is ruled by the all mighty dollar. My dollars can be spent keeping people like this out of the general population.

I think it is horrible, disgusting, disturbing and awful that this man used an illness to get away with a crime that is beyond description – he should be in jail no matter what forever! I’m so sorry for your pain.
It is essential that society be protected from people who will not self-medicate. The severely ill may not be responsible for their actions when in a psycotic state, but they are responsible for not taking their medication.
We must protect ourselves. A known murderer, who has refused to take medication in the past, must never be free.
Is this where I sign the petition for Tim’s Law? I will tell others so that they can sign, too. My heart goes out to Tim’s family: I’m so sorry and can’t imagine your terrible loss. How awful that it should be made even worse by the lack of punishment for the offender. That guy needs to go away for good! He needs to not ever see the light of day again. The story of what happened was so scary- I read it on the PYSIH website and it offered the link to this page. I’ll sign anything and offer my support for Tim’s Law in any way that I can. I have worked in the field of Mental Health Services for over 25 years. I have encountered many people who either refuse to access services or feel that they do not need help when they in fact do. At that point, when one is deemed a danger to themselves of others, they can be taken in for treatment involunarily. What I encounter now far more is that when people need help they are the least likely to ask for it. Crisis Units will not come and assess a person unless they themselves call and ask for help. Sadly they either can not or will not. I can not see where you can say that large numbers of people do not have equal access to help.
There are thousands of people in Canada who have mental illnesses and those illnesses include depression, anxiety based, mood and eating disorders as well as schizophrenia, personality disorders and bi polar disorders. When one has an illess they need to comply with treatment. I do.
I wish to address your point about Evil. Evil were the acts that Mr Vincent Li did to Tim McLean, that were unprovoked. He committed terrible acts to Tim and his body. To cut up and eat parts of his body was EVIL. A mental illness did not do that to Tim . Vincent Li did those acts himself and he had the forethought enough to carry a knife on a Greyhound Bus.
This website is not evil. It is attempting to shed light on several issues which have been brushed aside. Primarily is the whole issue of why the instution in Ontario has never been held accountable for why Mr.Li walked away from that hospital after a short stay and then chose not to comply with his medication. Why was he not followed up? Why in the end has Vincent Li become a victim here and Tim McLean brushed aside if not for his mother’s voice?
Finailly you are in grave error if you think that Carol DeDelley views herself as better than anyone else. For you see, she will tell you that she has already lost everything. And when I heard her say that to me my heart broke. The fact that now nearly one year to day that Tim was murdered she has to come and defend herself against personal attacks because she is trying to speak for her son, is really a sad irony that should not be happening in Canada.
I don’t live in Canada and I never met Tim McLean, but I think what happened to him was very wrong. The person responsible for his murder deserves a life in prison. A life so young, cut short for no reason at all. In the next few days, I will be starting a Petition, to keep the animal that killed Tim, locked up! That animal does not deserve to walk the streets anymore, that right was taken from him when he took Tim’s life. My sympothy goes out to the family in this time of lose.
Just a suggestion, you should consider going on the OPRAH show to gain awareness to this situation as she has millions of viewers. My heart goes out to you and your family. NO ONE should ever have to experience this ever!

I am horrofied that our criminal law can be so corrupted. It is insane to be able to begin understanding on how it works. Who can make a dificult dicision on to let this monster walk or be locked for the rest of his life (for that I mean till he dies). For Tim’s family stay strong and keep fighting for him, because he has you to do the fighting for his justice now. One day Mr. Li will meet the Higher for his justice. God bless.
My heart goes out to you, your family and friends. I understand the loss you feel. Years ago, my brother was brutally murdered in Edmonton. This murderer killed 11 people across Canada and the U.S. before he was caught. For this, he received 25 years, how can the justice system even possibly think that this sentence would justify the loss to the 11 lives, not to mention the loss to the families and friends of the deceased.
Our justice system needs to be changed.

I believe that Li getting away with murder was NOT the way our legal system should work. Murder is murder, whether you’re sane or not. Tim’s Law is what little we, as the public, can do. I was appalled when I heard about Tim’s death. I even have a friend of a friend who served Tim at a gas station, and he said he was the nicest person. Li had no reason to take Tim from us, and using God as an excuse is just plain sick but not surprising, coming from Li himself.
I believe Tim’s Law should be put into our legal system!

This incedent was not an icolated one, this man is obviously unstable and should be kept in whatever sort of institution deemed acceptable to house him.

Don’t give up on your goal! Get a table and make a banner and sit at the forks or the parks and collect names. People will rally to you, I’m sure of it!
My heart is forever with the family of Timand as well for each person who witnessed and endured the horror. Li is not rehabable and if so for only a short time as long as he is forced to take his meds. The Mental Health Act makes provisions for those to have the right to refuse care, and as a nurse the amount of Mental Health patients that come through a medical unit for mental health reasons is downright pathetic. They aren’t rehabable.
My heart goes out to Tim’s family, friends and those unfortunate souls who had to witness this evil act. I fully support Tim’s Law – come on Canada! let do the right

I was horrified, along with all Canadians, and my heart goes out to you for your devestating loss. This total crap that is going on in the justice system has to be stopped. From juvinile defendants to the pain of this case, things have to change and change radically and quickly. I have lived in three countries and have never have seen such slack laws and penalties. Seems the justice system has no teeth – and this NCR law is pure rubbish. He was criminally responsible for his life before this happened and responsible for taking his meds, he can’t have it both ways. Anything I can do to help the cause in alberta please let me know. I am in California- I think about your son often, and try to complete random acts of kindness in honor of his memory. I am so saddened to discover that his killer was not punished for his crime. Know that even many miles away, your son has not been forgotten.
Canada owes this family – the people on that bus owe the family – if we cannot rely on protection from police 24 hours a day – it is crucial that we look out for each other.
