PETITION TO THE HOUSE OF COMMONS
WHEREAS: Vincent Li brutally murdered Tim McLean in July 2008;
WHEREAS: Vincent Li was found Not Criminally Responsible on Account of a Mental Disorder for the murder of Tim McLean;
WHEREAS: offenders who are found Not Criminally Responsible on Account of a Mental Disorder may be detained in treatment facilities and not prisons;
WHEREAS: offenders found guilty of first degree murder are sentenced to life in prison without parole for twenty-five years and those found guilty of second degree murder are sentenced to life without parole for a minimum of ten years;
WHEREAS: there is no minimum period of detention for offenders found Not Criminally Responsible on Account of a Mental Disorder and their cases may be reviewed every year by a Review Board Committee.
We, the undersigned, citizens of Canada call upon the House of Commons
To amend the Criminal Code of Canada to ensure those who commit murder but are found Not Criminally Responsible on Account of a Mental Disorder are detained for a minimum period of time.

Words can’t discribe how my heart aches for Tim’s family.
This whole story cant be happening? can it? I am amazed at the unjustice in this country….I am suppose to feel sorry for this maniac that should have never been allowed in this country to begin with.. never mind what he has done…. yes he is insane…but he did it!
As a taxpayer I dont want any of my tax dollars going to support this mad man…he should be deported back to his country and never be able to return.

I can’t beleieve that we are supporting and paying for Li’s incarceration and subsequent controlled freedom?!What’s wrong with the Review Board Committee’s decision here…supporting the horrific actions of a killer versus supporting the family members who are the real victims here….once again, The House of Commons is slow to respond and order a reversal of this idiotic review. Welcome to Canada!
From beginning of this horrific tale, until now, I have stood behind the family of TIM McLEAN (Carol de Delley and family) in hopes that VINCE LI never sees the light of day. I’m disgusted about the entire case and how eager the review board is to allow Vince outings even if it’s for 15 minutes a day. I know that Canada has a habit of treating the Murdering Mentally ill, as if they have done no wrong because it was the illness that caused them to behave in a certain way! I call Bologna… I’m worried that VINCE LI may walk the streets of Winnipeg in the span of 5 years or less, and this would be a public outrage. I do not want a MURDERER taking the bus with me or my teenage son, or anyone else’s family member. We need to protect our Children from predators such as this. And again I ask, Why was VINCE LI carrying a hunting knife? Does that not show that he may have wanted to use it at some point….! Does that not show that he had some premeditation? IT DOES TO ME!
Le should never be let out,because of the horrible murder he commited,and for the safety of the public.
Vince Li SHOULD NOT be allowd to be anywhere but behind bars where he belongs, you say what about his rights……well what about Tim’s right’s…..Tim’s family’s right’s, what about the public’s right’s, who’s to say he will continue taking his medacation, for everyone’s saftey PLEASE DO NOT LET THAT MONSTER OUT, Keep him locked up where he belongs!
I was at band practice all the way in VIC, Australia when i heard about this horrible event. I often think about Tim, and his famiy members and friends. What strong people to go through such an experience. I have been looking up on the case alot since, and the more i read, the more im left wondering, what the hell are they doing over in Canada?? This Li bastard is a Demon!!! He deserves NOTHING, let alone some freedom to walk around. Im not a cruel person, but “Li” deservers to suffer.

The punishment should fit the crime, and right now it is even close to any kind of justice that Li gets any freedom as Tim will not be able to enjoy this beautiful life again. It is an outrage that he gains anything after this murder, let alone being able to be outside of a prison cell. The system really let the family and everyone who sends their love and support down by not finding justice for Tim. I really and truly pray and hope that karma brings justice to this situation and Li gets what he deserves.
PLEASE do not allow Tim’s death to be for not. I can not imagine being the family of Tim. Just watched the Fifth Estate again last nite; how can we possibly believe that Li should EVER be able to walk around as a free man. Then OOPS he does it again, we THOUGHT he was cured. Oh my goodness let’s give our heads a shake.
Trying to find out more if there ever was an investigation into the actions of the police officers that were present that night. Why did they not use tear gas? Something anything. Yes it was too late to save Tim but did they have to allow him to dismember him?
So shocked as is everyone much love to Tim’s family and friends. (Hoping the truck driver that stopped to help that fateful night is doing better)

I have also had the common ground of issues with Dr. Yaren regarding my ex husband. My ex husband was treated by Dr. Yaren from 2003-2007 and was ordered to take medication prescribed by Dr. Yaren.
My ex husband has refused treatment, and in 2007 was found by Dr. Yaren to be fit to parent our 7 year old son. I have dire concerns regarding the treatment of psychiatric patients and the fall through the cracks. To date I have a court hearing in September 2010 regarding the psychiatric assessment Dr. Yaren gave my ex husband allowing his psychopathic and psychopathic tendencies to be untreated.
What can be said, I cannot even believe that they are ever thinking of letting guys like this out!
Protecting the innocent MUST be the top priority. Changes need to be made and this is a start.
