PETITION TO THE HOUSE OF COMMONS

WHEREAS: Vincent Li brutally murdered Tim McLean in July 2008;

WHEREAS: Vincent Li was found Not Criminally Responsible on Account of a Mental Disorder for the murder of Tim McLean;

WHEREAS: offenders who are found Not Criminally Responsible on Account of a Mental Disorder may be detained in treatment facilities and not prisons;

WHEREAS: offenders found guilty of first degree murder are sentenced to life in prison without parole for twenty-five years and those found guilty of second degree murder are sentenced to life without parole for a minimum of ten years;

WHEREAS: there is no minimum period of detention for offenders found Not Criminally Responsible on Account of a Mental Disorder and their cases may be reviewed every year by a Review Board Committee.

We, the undersigned, citizens of Canada call upon the House of Commons

To amend the Criminal Code of Canada to ensure those who commit murder but are found Not Criminally Responsible on Account of a Mental Disorder are detained for a minimum period of time.

    Many crimes are committed by people with mental health issues who at the time know exactly what they are doing and use the law to get away with what they have done. For them it is a get out of jail card literally. Such a person is Alex LaGlace who ia also Aboriginal with substance abuse issues and of course his choices in life are societies fault not his own so we all have to pay because he will be out on the street again soon as if somehow murdering the mother of two children was not his fault and we should feel sorry for him and not for his victim or her children and family members. Our legal system has become a safe haven for criminals and a weapon against the rest of us!

    It’s time for our judicial system to get with the current times. Mentally ill people( ones that have committed a violent crime) Should be put into a mental institution for the rest of their natural life. I had a dear friend get murdered. I personally knew Karl Alkier and his immediate family. I lost a dear friend and have seen the turmoil that the family have gone through. His killer got off a second degree murder charge on a insanity plea..

    There are no cures for many severe forms of mental illness; therefore, someone who has committed a crime and is found to be NCR is still a risk to others. Why should an illness be an allowable excuse to create victims. The same is the case for drug addicts and alcoholics; the excessive use of intoxicants so as to cause mental impairment should not be an excuse to avoid punishment. I feel sorry for people who are afflicted but I feel much worse for the people they hurt or kill. Moreover, I do not want to keep paying taxes to support these people in hospitals after they have committed extrememly violent crimes. There is no better reason for the death penalty than to rid society of those who are both extremely dangerous and incurable.

    I believe this guy shoul be in jail for the rest of his life like the rest of the criminals, this criminal laws has no sence you get a criminal record for driving impare and lose the licence the job and sometimes the familiy for concecuences of this act, but you get expensive treatments an no jail, no criminal record for killing and eating the victim, I am 100 % with Tim’s Family

        treatment which he should have received BEFORE he killed someone, he needs to continue to receive that treatment for the rest of his life behind locked doors.

    I was diagnosed with bipolar disorder. I may have a mental illness, but I fight everyday for equality!! I believe EVERYONE should be held accountable for their actions, regardless of race, creed, disability, etc! That old saying should definately be in affect .. “YOU DO THE CRIME, YOU DO THE TIME”!!

    ——-I was diagnosed with Bipolar Disorder, a condition that stems from having a chemical imbalance in my brain. It is said to be genetic, yet no one knows how it starts. It is controllable if I am responsible (just like having diabetes).
    From total independence, my family and I adjusted to the constant monitoring that was required. It’s debilitating at the start because one is in denial! A stigma I burdened myself with. There is also the slow progress towards getting back to doing my usual activities. From doing anything I wanted whenever I wanted, I had to pause for a while until my body adjusted to the meds. That meant a pause on work, driving, going to church, enjoying my son, spending time with my family and spending time with my husband.
    Mental illness is a character defect– cause for social isolation, job discrimination, and shame. There were no posh clinics; only dark corridors locked away from the world. At 26yrs of age, I was ushered through padlocked gates. I met the faces of psychosis and schizophrenia; the lost souls haunted by delusions and dementia. Many, like me, were buried under despair so deep; we had pursued a death of our own design. You lowered your head as you walked those halls, fearful of seeing your pain in anothers eyes.
    After a couple of hospitalizations and MANY MANY MANY different medication trials, I eventually rejoined the world, unaware that the true nature of my illness remained hidden, and a long hazardous highway stretched out ahead of me. Burning to prove myself, I learned the power of God was the only way to truly set me free and I like a rose I began to bloom. I am now after 2 years on a sick leave of absence, back at work full time as a support worker and I give all the Glory to the Almighty God .. The Great Physician!!
    I have a role in controlling this illness. Every setback teaches me something … Behaviors, triggers, responses– and how to reach out. I no longer fear the social stigma or silent prejudice harbored by some. I must forgive those who stepped away along the ugly course of my illness. It takes stamina and understanding to endure my erratic and irrational behavior … to seek me out when I withdraw from life … to listen as I speed through a digressive one-way discourse … to painfully watch my self-abuse. To be the last barricade between me and death … Those who love me enough to ride it out are my blessing and my strength.
    I HAVE a disorder — IT DOES NOT DEFINE ME. I remain the loving, intelligent, independent and compassionate woman I have always been. This illness will not beat me! I WILL find joy in the middle ground!!!
    Ignorance about this illness persists, despite legislation and health benefits. Trust me: You cannot “just snap out of it.” You do not choose to lose your career, your friends or your life. You come to accept that your sanity, even your survival, will forever depend on a daily regimen of ever-changing medications.
    I take the medication prescribed to me. For over 2 years I lived in a fog while they tried to figure out my cocktail. I slept a lot one minute and couldn’t sleep at all the next. I lost 24 hours of my day. It was like the whole world was put on slow-mo and I couldn’t get anything done.
    Eventually, I came out of the fog as the whole, complete, medicated me. You should never feel medicated by the way. I don’t. I still have ups and downs but they are much less and far between. I still write – but I have a lot more positive things to say these days.
    Generally, my life as a medicated bipolar is good. The most important thing for me has been this.
    I am not {me} the bipolar.
    I am {me} the mother, the wife, the hard worker, and the caregiver.
    My illness doesn’t define me. No matter what others think of me, or people with bipolar like me – I am not a victim.
    I am not a stigma.
    I am just me.

        Sounds for real and very honest. Perhaps a lot of medication is required so as to control the illness and prevent the illness from taking over and causing her to kill someone

    Our justice system needs to hold people with mental illness accountable for their actions. To let this monster free puts the public in danger. What will happen the next time Li choses not to take his medication? When he hurts or kills again will there be a consequence for his actions? He needs to be locked up for life. He is a dangerous criminal and gave up his freedom when he decided not to take his meds and committed this horrendous crime.
    What a nightmare for Tim’s family to live with. I feel so sorry for them.

  23. To other parent’s who have lost a child, like myself and many other’s; we know that what was handed down as “sentencing” is not good enough; because it never is. We continue on our search to find Justice and yet it is no where to be found. When something of this nature occur’s and the Justice system fails Canadians again; it makes us wonder what we are fighting for. This man whether mentally ill, or normal; should be in a mental institution; where he can get the proper treatment for his condition. A normal person would get life in prison; just the thought that his brain made him cambolize another human is sick. I think he watched to many series of The Walking Dead and became one himself. This is an act of cruelty, grossness, and dispicable way to end the son, father, husbands life. Once again it is the family who suffers. So sorry for you’re terrible loss.

      I definitely want Vince Li to remain locked up. He should not be allowed freedom. I find this very disturbing that he can walk the streets after what he has done to another human being.

    He is totally responsible for his actions and should be put in JAIL!
    NEVER be aloud to walk off grounds escorted, he should be in a fenced area.
    The Dr. should offer Lee a weekend pass to stay with him and his family. Look at all of us that live in Selkirk our fears of this man or should i say animal out in the wild!

    When you knowingly go off medication that is meant to keep you mentally sound, then there is intent and you should be accountable for your actions. When will the victims finally be protected instead of the criminals?

    Canada’s laws really need to be changed. Mental illness, if treated, can create beautiful people, and if a person, knowingly goes off of their medication and commits a crime, they need to be sentenced as a mentally sane person…. but sadly, it isnt this way, so somehow, people like Vincent Li needs to be monitored for the rest of his life, as he can decide at any moment to stop taking his medication, then another innocent life, or several more, will be at risk. Why is it the normal folks, even the ones with mental disabilities that chose to stay medicated, get to be held prisoners to the others that have proven violent? Canada’s laws need to change.

    Three years ago on cold March night (12:30 a.m.) while we were asleep, someone tried to break into our rural acreage home. The police arrested him and told us that night to press charges. The following day the police called and said if we pressed charges they would be stayed as the man was mentally ill. We learned that the man was a paranoid schizophrenic who went off his medication and walked away from his room in a Brandon hotel where he lived, and apparently this was not the first time he wandered away. We also agree with Carol de Delley that the mental health system fails terribly when it comes to monitoring the mentally ill to ensure they continue to take their medication to keep them safe as well as the public. This man walked 8 kilometers that night to our house so he certainly was not being monitored. We believe someone like Vince Li should be kept in a locked environment as there is no assurance that he will continue to remain on his medication.

    There is an article in our local paper about the two women murdered in Atlanta. Apparently it was a 44 year old woman in custody for the killings. Her mother says she is suffering from schizophrenia and was off her medication at the time of the killings. What’s to say once Li is released he will continue his medication on his own? If he doesn’t there is every likely hood he’ll hear those same voices and commit another murder. Keep him locked up and medicated!!

    I am sick of people using mental ilness as an excuse to get away with vicious crimes. Most people with mental ilness would never hurt anyone. It seems to me Vincent Li is pulling a fast one on the Doctor who is treating him. He needs to stay where he is. How can any Doctor say he will never do the same again? If that Doctor trusts him, let him take him home with him and keep him there.
