PETITION TO THE HOUSE OF COMMONS

WHEREAS: Vincent Li brutally murdered Tim McLean in July 2008;

WHEREAS: Vincent Li was found Not Criminally Responsible on Account of a Mental Disorder for the murder of Tim McLean;

WHEREAS: offenders who are found Not Criminally Responsible on Account of a Mental Disorder may be detained in treatment facilities and not prisons;

WHEREAS: offenders found guilty of first degree murder are sentenced to life in prison without parole for twenty-five years and those found guilty of second degree murder are sentenced to life without parole for a minimum of ten years;

WHEREAS: there is no minimum period of detention for offenders found Not Criminally Responsible on Account of a Mental Disorder and their cases may be reviewed every year by a Review Board Committee.

We, the undersigned, citizens of Canada call upon the House of Commons

To amend the Criminal Code of Canada to ensure those who commit murder but are found Not Criminally Responsible on Account of a Mental Disorder are detained for a minimum period of time.

    Sending healing, peace, and love to Tim’s mother and family throughout this time. I know that you will have the strength to do all that you must. It is the very worst thing in life to lose a child, and to have to lose your son this way is profoundly devastating. I fully support your efforts in every way.

    In these cases, they should atleast serve the same term as murder in an institution, in this case ATLEAST 20 years.

    If they are found not responsible due to a mental defect….THEN SOMETHING IS WRONG WITH THEM!!…Why can those in control not see this simple fact. If there is something wrong with them then whether responsibnle or not they should not be allowed to rejoin society…at any point. We have been a PC nation for far too long…If you commit a crime you should pay the penalty..Bottom line…I agree with Robert B. The first question asked of someone in a position to release an offender such as this should be “can he live in your basement for the next year”…”Will you be responsible for them because clearly they cannot”.

    I think there should be more consequences for Mr. Li for the crime he committed. The fact that he was found not responsible due to mental illness does not mean he should be given a free pass back into society. What happens when he is not supervised and he doesn’t take his medication. Are we willing to chance that this will not happen again. Another horrifying act for another family to endure. HE SHOULD NOT BE RELEASED.

    If the Doctors and judges want to let him out, he should live at their houses and make sure he takes his medication. The public safety should come first, not second or third as it is now.

    So when he gets released, who will guarantee that he takes these meds he so obviously needs? 1% risk of him reoffending? 1% of what, a million? That’s a lot of lives at risk.

    Why is it always the criminal that gets the best treatment? An a innocent has to prove that they didnt comment any crime? Doesnt it say innocent until proven guilty? Did Li not commit a crime and in front of a bus load of ppl? Yes I understand that the plea to Mental illness is being used…but just like children that see how to get out of trouble so will other ppl try the same thing. What may I ask has been done for the others on the bus? Have they been taken care of in the same manner as Li with free treatment and drugs? Did anyone lose wages over this horrific scene? Has everyone been or still being compensated? Therapy costs big money…. Why is it that Li gets so many privilegs when other criminals dont? He shouldnt be allowed out with the general public. He is well enough to walk around outside than he should be put in a real jail to serve out his time. All ppl want is to see justice being served…Tim will never get to have a say that is why I think the family,friends,and the general public has been having a say. It was a violent crime,not saying that others that have gone thru this in a different way havent been just as important but we the general public have had enough of the violence. It is time to make a stand and push for a better criminal justice system. The offenders are living in better conditions than most of the street ppl or even some low income families. I am a resident of Selkirk and dont want to see him out and about. The thing that bothers me the most is how many times have we heard of repeat offenders that showed so much promise of NEVER repeating a crime? How they often say I was so much better I didnt think I needed the pills anymore? THERE ARE TO MANY WHAT IFS…

    I do not think it’s fair to anyone, especially the people that have had to deal with this first hand, that this weirdo has the right to walk the streets, accompanied or not, especially unknown to the community. Why is it that our government protects the criminals and the immigrants more then their own CANADIAN citizens. What a slap in the face. Plus, if he is well enough to walk the streets he should be well enough to be going straight to jail to serve a real sentence.
    4 years in a mental institute. Unreal. Illegally downloading movies/music off the internet gets you more time in the slammer. Maybe people will start pleading insanity with that too. Stupid f’ed up justice system. Start defending those that deserve it.

Until patients’ rights to decline medication, prescribed for their benefits and the benefits of society, are completely removed there should never be a release of individuals who have committed violent crimes and have had the consequences of such crimes denied. The protection of innocent individuals in society must trump the rights of individuals who resort to violence. Safeguard measures to assure the taking of prescribed drugs must be accommodated before release of patients!

  31. He should not be free to commit another crime. There is no guarantee that he will not commit another crime or that he will continue to take his meds.

    If they decide to let him go free, he should end up in prison to pay for his crime.

    It will be very dangerous for the general public safety to allow such an ill person to be allowed freedom to live along with others who pay so much taxes for their safety. We all have faith in the system that correct steps will be taken to ensure that Canadian’s tax funds are put to better use than to supervising such a person and pay for the peace officer’s fees.

    Li should be kept in an mental health institution considering that if he ever gets off his medication, he may not be able to distinguish the reality and cause more stir.

    I support Tim’s Law for the good of society, and safety and peace for everyone.

    This man should never be free to live in society. He has never been punished for what he did to Tim McLean, a young man travelling on the bus with the thoughts of being back at home again. Li took this from Tim…without thought for someone else. Li placed no value on life.

    Our system should regard public safety as its number 1 priority. Vincent Li should be locked up for the rest of his life in order to protect the public. Mentally ill people often don’t take their medications once they are out on their own – they think the drugs are messing with their heads.

    im all for the insanity plea, but when it comes down to such a HORRIFIC SADISTIC CRIME that law should not apply- he has to be kept locked up forever HES A MONSTER BEYOND MENTAL ILLNESS. in my experience working with mental illnesses no one ive met (even off their meds)go to that extreme mindset, thinking the victim was an alien doesnt explain the circumstances, you dont eat aliens etc. if this is how sick people act out we would have alot more similar cases… word is that this is his initiation into leadership of some underground gang and hes to be released asap
