PETITION TO THE HOUSE OF COMMONS

WHEREAS: Vincent Li brutally murdered Tim McLean in July 2008;

WHEREAS: Vincent Li was found Not Criminally Responsible on Account of a Mental Disorder for the murder of Tim McLean;

WHEREAS: offenders who are found Not Criminally Responsible on Account of a Mental Disorder may be detained in treatment facilities and not prisons;

WHEREAS: offenders found guilty of first degree murder are sentenced to life in prison without parole for twenty-five years and those found guilty of second degree murder are sentenced to life without parole for a minimum of ten years;

WHEREAS: there is no minimum period of detention for offenders found Not Criminally Responsible on Account of a Mental Disorder and their cases may be reviewed every year by a Review Board Committee.

We, the undersigned, citizens of Canada call upon the House of Commons

To amend the Criminal Code of Canada to ensure those who commit murder but are found Not Criminally Responsible on Account of a Mental Disorder are detained for a minimum period of time.

    I firmly believe there is no cure, for this man, what does significant progress mean, that he takes his meds, when given to him or he smiles a lot, says the right thing when asked a question? We all know that when he is released into the public, it will only be a matter of time, when someone else will be his victim. He needs to be locked up forever, he committed murder, no amount of time can change that.

    We need someone to be held accountable for ANY future actions by these people. If the psychiatrist will not guarantee their actions then they MUST be kept under lock and key.

    Just over a decade ago, I was hit in the face in the Air Canada Park in Winnipeg about 3:30 P.M. one afternoon by an individual with the same illness who was also off his medication.

    Fortunately, a woman saw it and started yelling and the attention sent two men to grab the individual and take him to the Security Office in the Air Canada Building. Police were called and eventually the man ended up in hospital, forced to take his medication, and kept there for three months but no charges were laid. As a victim, I had no support whatsoever, other than that of family and friends.

    As I described this man to a friend, she informed me the same man had badly beaten a woman in the top floor of The Forks tower some months previous.

    The medical people and the politicians who ignore the situations these people cause, and who keep letting these individuals out of confinement, should be foreced to live next door to them to keep them on their medication and supervise them at all times! Maybe then the rest of us will be safe!

    Our hearts go out to Tim’s family and friends and we wish them all the best with this petition. We really need Tim’s Law.

    Normal murderers go to jail. Insane murderers get treated, and if they can be treated, GREAT! Now that they’re made normal and conscious again, they should go to jail like any others, NOT RELEASED! What part of this logic is too confusing for the Canadian law makers? Not a 2nd chance is to be given, because in Li’s case, the 2nd chance resulted a murder. Whatever doctors or so-called professional psychiatrists that released him the first time around, should ALL be FIRED!! Now releasing him the 2nd time?!? You MUST be kidding!! If you’re not kidding, that means in Canada, you can kill kill kill if you have psychological issues and make sure you know how to say “I’m sorry, but I’m ok now”. And guess what? They say that 1 out of 3 people in Canada gets some sort of psychological issues, so be prepared to keep a distance from others because there’s a 33% chance you will run into a murderer. To live in a society like this is worse than living in third world countries, those places that we consider low quality of life. I’m not all that proud at all being a Canadian.

  9. We don’t really care why he did it. That fact is he committed a brutal crime. If he need’s a hug and a pat on the back, lets keep him locked up where he can get plenty of those, in a supervised, safe (for everybody), environment.

    The NCR method of ensuring Lee is taking his meds is calling the police if he fails to show up at the hospital to receive them at the scheduled time – by which point he could easily have killed again.
    Schizophrenics go off their meds and fall below society’s radar ON A DAILY BASIS, ask any health-care professional, or walk into any homeless shelter & observe the concentration of easily identifiable MH clients.
    Lee needs to be interned in a facility permanently; or until epistemically verifiable solution to the above cited problem is found; for everyone’s sake.

    It is time that as Canadians, our elected officials quit being such milk-sops! Murder is that … murder and must be punished! Not patting the perpertrators on the head and feeling sorry for them. To imagine that this person will walk free because he ‘appears’ to have his medication under control? If you believe he has the ability to control his medication, then I have a continent ‘down under’ to sell you! May our law makers finally get a spine!

    People who kill another person should live under supervision for the rest of their life. The Canadian people do not need to spend extra resources and money to try to rehabilitate them, when it is not possible to assure their future behaviour.

    The Canadian justice system needs a complete overhaul. It’s no wonder it is called the Criminal Justice system because it SERVES our criminals and completely ignores the victims. There are far too many self-serving lawyers in the system whose main goal is to milk the Canadian taxpayer for whatever they can get by defending these worthless criminals, most of whom cannnot be re-habilitated. Perhaps those bleeding hearts that support Vince Li should be awarded custody of him 24/7 and see how quickly they will change their tune.

    Honestly, if there is no doubt that the murder has been committed by a specific person, the death penalty needs to be brought into the judicial system. The laws focus on/attempt to improve the life of the offender, and how his/her offense is dealt with and how he/she will suffer, and not from the prospective of the victim and their families and how they will suffer.

    Things have to change as we cannot continue to have people found not
    criminally responsible and allow them to use this medical condition to
    get away with murder. They need to be held accountable for there actions.

    Why in the world is there a discussion on this…the man should not be allowed out…under guard or not. These people cannot be trusted nor are they resposible enough to remember to take their medication.

    I’m sick & tired of whining psychologists saying no one is responsbile for their actions and they should all walk around free again. For the good of society leave the perps in jail. I hope Tim’s mom gets answers to what the heck took so long for the cops to intervene while Tim was cannabalized as well. I won’t travel by bus ever again.

    Our hearts go out to the Mother, and other relatives and friends, of Tim McLean. An especially horrendous murder, almost in plain view, was committed, in 2008. Canadians, across the country, have suffered, mostly in silence, as we’ve noted the unfolding of events. It seems that the majority of people can scarcely express their shock, and outrage, about the fact that Vince Li is being treated extraordinarily well. He, reportedly, has a chance for more and more freedoms of his own, inspite of the fact that so many innocent victims, those who were closest to Tim Mclean, are helplessly wallowing in pain! Presently, those victims are being faced with the possiblity that Vince Li will not ever be imprisoned for his murderous deeds. As well, Vince Li could be out on our streets, in the not too distant future! That prospect is wholly unexceptable! What a travesty of justice! Our Laws must be changed to protect the innocent. In our opinions, Vince Li should never be free from incarceration. No drug, or treatment, could offer a guarantee that Vince Li would never be a harm to society again! What are the “Medical Specialists” thinking? The next victim could be a relative of friend of theirs!

  38. This is always a one sided affair with the attention paid to the criminal instead of the victim. Federal government needs to stop waffling on the issue and get down to serious business of changing the laws that permit these outrages to continue. Anyone in Ottawa listening and willing to step up to the plate?

    Responsibility is Everything !!!. if Li is not responsible for his horrific past behaviour, and if he should, ‘God forbid reoffend’ then full responsibility for his new relaxed status, medications and all must fall on the shoulders of the buracrates and health officials advocating this position. At the very least if these individuals knew they could be held accountable i.e. Fired, Fined or Charged they would change their tune, like I said Responsibility is Everything !!! Change the Law, remember Tim.

  42. Vince Li is mentally ill, and has no place in society. He should be locked up in a mental facility until he dies. He was being treated and choice not to keep taking his meds. How many young men are dead by his hand from Toronto to Edmonton? We’ll never know. But we know he killed Tim McLean / McKay and never should be free to do this again!!!

    Everyone who commits this type of act has to be mentally sick. That fact should not be the loop hole to skirt the justice system and not be held accountable. Treat these mental cases if we have to but they should receive a true life sentence, untill their last breath. Time to revisit the capital punishment sentence as their is no shortage of people who deserve it, Vincent Li included along with parents who kill their children.

    my heart ache for Tims family and the way this young man was taken away.
    I have 2 brothers who suffer from schizophrenia, i understand it is a mental illness, however it does not give you the exemption to commit murder. Li should remain locked up, and just be thankful he was not killed by the RCMP.

As you said “who is being held accountable for the next FAILURE to offend”. PQ cardiologist, NS 1hr pass who murdered gay activist and Vince Li. “If they cannot predict the consequences” is not good enough.
