This petition has been started in hopes that the laws will be changed regarding persons being found not criminally responsible for their actions due to mental illness. They should still be held criminally responsible, and unable to re-enter society.

If someone commits a murder, not manslaughter, but actull murder, and its proven to be them without resonable doiubt, then I feel they should get a life sentance, or if deemed medically ill, like Li, then the equivalent 25 years, whether all be spent in a mental hospital, or some in a jail. He should not be free with no criminal record, living in society. He should have to serve at least what the minimum sentance is for murder with NO possibility of release, before he is re-assessed.
I agree that the present system is unacceptable. It has little in the way of accountability to the courts or to society.
Maybe Tim’s Law sways to far the other direction. Maybe..
As Bob has stated.. maybe there is a balance that needs to be reached. Justice must also “seem” to be done.
As a mother, mental health worker, and criminologist, I would rather see this group lobby in favor of more preventative measures. What “Tim’s Law”, (as stated), will result in, is allowing someone with a mental illness to kill “just one” person. In my mind, one is too many. Our criminal justice system already puts murders behind bars, yet every year many more people are killed. Why? Because DETERRANCE DOES NOT WORK!
If you all truly do not want Tim’s death to have been in vain, lobby for more funding, awareness and social programs for people with mental illness. This will help ensure that no mother has to experience what Caral has. Otherwise, people like Li, who have not received the proper medical attention and social support, will have their disease fester and end in a deadly psychotic episode.
Hi Anna… We do appreciate your comments. It is only by people speaking out on all sides of this issue, that we will find solutions to common goals.
I think I could safely state that most, if not all people would agree that a ounce of prevention is worth a pound of cure! So I do hope that you continue to voice your opinion.. At the present time your message is also falling on deaf ears!
It was only after Tim’s death, that many people even became aware of the revolving door mentality of people convicted as NCR.
We are endeavouring to present a fair picture of the current practices of the system. The inherent defects demonstrated from studies available, could conclude that there are no safeguards that the perpetrators of these crime would not act impulsively again on an unsuspecting public.
I will also agree wholeheartedly that for people suffering from mental illness, deterrence probably would not have the desired effect. Alternatively. if Vincent Li case had been handled differently earlier, this whole discussion might have had a different outcome. Although that can only be an assumption.
So while we agree that everything you have stated is without question the ideal we should be shooting for..when this fails.. we as the general public must have a confidence that we are safeguarded from further sorrow at the hands of the same perpetrator..
In our opinion, the evidence indicates that healthcare administrators failed to intervene with Vincent Li on an earlier occasion. Tim McLean, his family, and all those who knew Tim, paid the price of this failure. We are now depending on these same administrators to safeguard us again.
The studies are refuting the measures we have placed our confidence in.
We need Tim’s Law!
Well what can I say… UNPROVOKED, INCURABLE. I have a 3 year old grandchild, she will, god willing, still be here in 25 yrs. We will all still have loved ones in 25 yrs…Mr Li NEVER FREE!! period. I am the only voice my son has now, I speak for him and many others whose voices were violently taken. Mr Li and many others with Mental illness have many voices(not just the ones in their heads, but the ones speaking on their behalf and in their defence. I just happen to disagree with them and I will not apolgize for that.
Carol, what a mockery of a trial that was when there were only two witnesses, the psychiatrists, to be called. Joyce Dalhm should have had her license revoked on the spot for not even calling the other witnesses, especially Stacy, Tim’s co-worker who sat with Li for some time. I am curious to know what was said.
Li writes a note to his wife, “I’m gone”. He starts to sell all of his possessions, the laptop to that boy. To me he had suicidal tendencies but was not committed to doing it, so he takes another life, hoping in the end that the RCMP shoot him. His first words, “I did it, please shoot me”.
I’m sorry for bringing this up but if he did not do those nasty things would the outcome still be the same. Only because of what he did was he diagnosed as insane. I have heard stories where people are in a fit of such rage that even they themselves cannot believe and feel remorse after the dust had settled.
This case was a whitewash from the beginning & I pray for Tim’s healing as well as for you & your family.
I am workindg hard to get the word out about the petition. I have had several rather ignorant people berate me for this. I ignore that by looking at the source of the comments. That people can be so insensitive and stupid baffles me. The thousands of others more than make up for these pathetic examples.
This monster vince li should not be set free from his actions this is not justice, and take a life and let him have his,thats not right and should not happen, so for this i do not believe he not gulity i am leaving my name here and signing this petition for the justice that should be done in tim’s honnor to keep get this man in jail and pay for what he did.
I cannot believe that a man that commits a crime such as this would be allowed to walk the earth. This is unimaginable. Our government should not let him go free ever. You have to be crazy to commit a crime like this. If he is even proven “sane” God saves us; is he ever forgets his mediation again. He should spend the rest of his life in jail no questions asked.
