The purpose behind Tim's Law, is not to prevent people from offending, rather offending a second time. There have been a number of high profile cases in the past where the offender has been found NCR, then released a short time later as well. While these other cases have not ended in a second tragedy... Tim's law would ensure that when the person is deemed "whole" by the medical community, the killer would continue being incarcerated or segregated from the general populace. Hi Jackson

I think everyone can agree on this. The purpose behind Tim’s Law, is not to prevent people from offending, rather offending a second time.
