I think everyone can agree on this. The purpose behind Tim&#039;s Law, is not to prevent people from offending, rather offending a second time.
There have been a number of high profile cases in the past where the offender has been found NCR, then released a short time later as well.
While these other cases have not ended in a second tragedy...
